Unified Social Register (USR) of Ukraine
Unified Social Register is a nationwide centralized record of recipients of social support created in accordance with national legislation.
The USR is the key state register in the social sphere of Ukraine.
The introduction of the USR allowed for the first implementation of a "human-centered" approach to state social protection.
This principle provides for a comprehensive approach to all aspects of social protection for citizens; in contrast to the outdated departmental approach, where issues such as benefits, privileges, subsidies, pension provision, etc. are considered separately.
To begin with, comprehensive information is gathered on individuals, their personal data, status, and social assistance provided.
This comprehensive information categorizes the state of an individual on social issues to allow for support in the most effective way, preventing abuse and reducing financial and time costs for the administration.
Maintaining the relevance of the USR is a key process of the Unified Information System of the Social Sphere (UISSS), which allows data exchange with other state information resources.
The USR is an important source of information on the activities of the executive authorities of Ukraine.
