Information and Telecommunications System for the "Unified Database of Evaluation Reports" of the SPFU
The information and telecommunication system (ITS) "Unified Database for Valuation Reports" of the State Property Fund of Ukraine (SPFU) is designed to streamline and automate the processes of regulating relations that arise when conducting valuation activities, using results and conducting taxation of transactions on the sale (exchange) of properties and real estate, in accordance with the requirements and provisions of the tax code of Ukraine.
The ITS "Unified Database for Evaluation Reports" includes:
- Database on information from evaluation reports,
- Module for electronic determination of estimated values,
- Unified database portal.
The database on information from evaluation reports is intended for storing information and working out services for receiving and transmitting reports that are sent to the Unified Database.
The module of electronic determination of estimated values is an automated system that provides electronic determination of the estimated value of a property like the object of valuation, by processing information on the sale prices (or offer prices) on the market for similar properties obtained from open sources, mainly the internet, and information on the estimated value of similar valuation objects available in the Unified Database. The formation of a value indicator and the application of a price range from the value of this indicator; is automatically applied by a Unified base when checking the estimated value of valuation objects in cases defined by Article 172 of the Tax Code of Ukraine.
The module for electronic determination of estimated values, provides for:
- Creating and storing a cost indicator for the corresponding period, location, and characteristics.
- Monitoring of valuation reports for compliance of the estimated value of the valuation object with market prices (i.e., price range relative to the value indicator).
The portal of a Unified database for providing communication with the components of a single database consists of the following subsystems:
- Administrative subsystem provides:
- Maintenance of regulatory reference information (including a directory of localities; streets, etc.).
- Maintenance of a register of regulatory bodies whose specialists should have access to the Unified Database.
- Maintaining the subjects of the Unified Database and distributing access rights to system functions.
- Subsystem for viewing and processing data for the Fund and regulatory authorities, which provides:
- Viewing and printing of reports.
- Viewing the report processing log.
- Review subsystem provides:
- Search for a report by search of password.
- Reviewing the report.
- Analytical subsystem provides:
- Determination of data analysis parameters by types of valuation objects (residential real estate, administrative real estate, land plots, etc.), for the corresponding period; by region, report processing status, etc.
- Generate analysis result tables capable of uploading data.
- Graphic display of results.
